- 1 cup softened butter (2 sticks)

Instructions
- Prepare the flour by baking it at 350°F for 3-5 minutes or microwaving it for 1 minute to eliminate bacteria. Allow it to cool completely.
- In a stand mixer or using a handheld mixer, cream together the softened butter, brown sugar, and salt on medium-high speed for 2-3 minutes until fluffy.
- Gradually add the powdered sugar while mixing on low speed until combined; then increase to medium speed and mix for an additional minute.
- Incorporate the cooled baked flour into the mixture on low speed until combined, then mix on medium for another minute.
- Add milk and vanilla extract, mixing until smooth and fluffy.
- Gently fold in mini chocolate chips with a spatula.
